Welcome!

My name is Anton Karl Neff and I represent District Two on the Owen County Council. Since taking office, I have worked hard to represent the district and Owen County. A conservative approach to budgeting has helped us stay afloat despite continued revenue and expense pressures on local government. Owen County is very fortunate to have little debt and healthy cash balances in many of our funds.  We also have an on-time budgeting and tax process.  With many economic and state regulation pressures, we have to continually monitor our county's budget status.  I support decisions and policies that promote efficiency in government and long-term financial planning.  We always need to find the right balance of providing effective services while maintaining our investment in our county government workforce at an efficient and reasonable cost to our taxpayers.

I hope that you find my website useful in finding out more about me and how to contact me. Your suggestions are always welcome. Most important, I want to hear your ideas and concerns regarding Owen County's local government. If I do not have an answer for your question, I will either find an answer or find a resource for you to get an answer. Open communication is very important to me. Thanks for visiting!

It's time to think about 2018...

This time of year, the core duty of a Council member begins anew with formulating Owen County Government's budget.  The budget process had already started a couple of months ago when department heads began compiling their requests.  Next up, the county council conducts budget hearings.  It is during this time that we analyze all revenue projections, review all county government department funding requests, evaluate on-going challenges, and formulate the budgets.

Unlike the federal government, we must balance ours.  For that, I am grateful.  We must work together to reach the best possible balance between the pressures of limited resources and increased costs for public services.

At this time, Owen County Government's 2018 budget requests are available for viewing. I welcome you to view them.  Keep in mind that the requests are simply that, requests.  Several budget requests are purposely inflated to satisfy the state's advertisement requirement and so that we have maximum flexibility in where and how to fund certain budgets.  Many will be reduced and some, removed entirely.  Again, our budgets need to be balanced.

Budget hearings are advertised for August 10th, 11th, and 12th in the 2nd Floor meeting room of the Courthouse.  These start at 8am each day and are open to the public.  August 12th may not be needed.  A schedule can also be found in the Taxpayer Resources Section of this website.

If you have any questions, feel free to ask.  Thank you very much for being a part of our community and for your support as a taxpayer--it is appreciated.
